Philippines transport agency to implement RFID on vehicles

EDSA TafficAs I was driving yesterday towards Makati, I was listening to my favorite radio program, “Dos por Dos” hosted by Anthony Taberna and Jerry Baja over at DZMM. Their guest, LTO Chief Bert Suansing announced that starting next year, the Land Transportation Office (LTO), an agency who regulates the registration of vehicles, will implement the installation of RFID (Radio Frequency Identification) chips on all vehicle registrations and renewals, inlcuding all motorbikes.

As an IT person, I find this a good news and an awesome development. LTO has been doing its best in updating its systems, especially on getting new or renewing driver’s licenses. It used to be a whole day affair of queuing at LTO offices, but now, you can renew and get your driver’s license for less than an hour.

According to the LTO, there are a total of 5.5 million vehicles (cars, trucks, buses, etc.) currently registered in the Philippines (a rather low count in my opinion, if you include those dilapidated trucks and buses that are still running). There are also 2 million registered motorbikes. The RFID system will facilitate easy processing of these vehicles, during registration, and in times of emergency such as accidents. It will also allow traffic police to easily identify a vehicle during hot pursuits, apprehensions and during flagging for violations. It may also a deterrent to carnapping, a problem that still haunts major cities in Metro Manila. According to statistics from the police, there are on the average 2 cars stolen in Metro Manila everyday. Quezon City in northern Metro Manila still holds the title of “Carnapping” Capital of the Philippines.

RFID Chip courtesy of WIKIPEDIAHowever, there are things to be seriously considered when installing and implementing RFID chips on vehicles. The RFID, is now commonly used in many ways from Emplyoee IDs, door security, equipment tagging, animal tagging, highway electronic passes, to carpark entry and in vehicle security systems. RFID chips/tags stores information and just like any other device, is prone to manipulation and hacking.

Although with the advent of more secured devices like the 128-bit secured chips, some RFID chip cloners may still be able to hack into it. Every gadget geek may still easily get the information or worse, take control of the device. Therefore, LTO should not bid on RFID devices that do not provide better security. A secured RFID chip may cost more, but it is extremely necessary. LTO also disclosed that the RFID chip may cost about Php200.00. I hope this is the secured RFID chip type, else we all head up into a major national disaster.

RFID TAG courtesy of WIKIPEDIABut, still, some few important questions remain – will it not be used by some corrupt LTO officials, crook traffic officers and other people who have direct access to the RFID database and information. I believe the RFID will contain some sensitive information that a person wouldn’t want to be known by any other person who may have bad intentions or motives. The RFID will replace the Car Registration certificate that every Filipino driver is required to bring along every time he uses his vehicle. And this document holds some sensitive information.

What type of information should be included in the RFID chip aside from the Car Registration number, vehicle plate number, chassis number, make and model, color and type? To what extent of the owner information should be embedded in the chip?

I hope these questions will be answered by the LTO in the coming days.

    I agree to a lot of what was just said! RFID is no question a good technology but it depends on what you want to achieve for using such technology. If this will be used to store data about the vehicle…. GREAT! If the owner’s informaton is also included in that RFID chip… THINK TWICE! What’s the reason anyway why the national ID is having such difficulty on being implemented? It’s simply because of Privacy issues. Not any type of RFID security or encryption would convince the public about their safety on this RFID. Just the fact that anyone who is capable to capture the data on the chip without any sort of notification to the owner is such a big issue.

    If i were a carnapper or a kidnapper, i would just invest on how to capture these informaton tagged on these RFID chips and would know the details of these rich people driving around with their luxury cars.

    I work for an IT company who especializes on secured barcode technology. What i mean with secured is that barcode now a days is used for anti-counterfeiting, security and authentication purposes which i know a lot of people are still not aware of. Though we do also have RFID solutions but i think this is not just the right technology for the LTO.

    this RFID is another way of getting money from us filipino by the corrupt officials in our gov. One thing for sure is that this will not speed up the registration process, and just want to take a note on what you mentioned here, the issuance of drivers license still takes a wholeday, you still need to get you drug test, eye test, and wait a long time for your number to be called for picture taking and another long wait for the payment and another long wait for the issuance, specially that everyday the LTO is always jampack with people.

    Back to RFID, this is not going to solve some of the problems LTO is facing like carnap vehicles, colorum, speeding up the registration of vehicles.

    For carnap vehicles, it is easy for the carnappers to remove the RFID sticker and hide the vehicle in a warehouse or garage, how else can the cops track it now.

    Colorum vehicles, what the F, how can they track if there are like 20 vehicles running like 100kph or more at the same road, how can they tell which is which, its more easier to see those colorum if theres an actual traffice enforcer on the road looking at the vehicles coming, and even that case some vehicles do get pass by the cops.

    Registration, we all know that this would not help the speeding process, we still have to get stencil, wait for our vehicles to be emmision test, wait for a staff of LTO to check the vehicle for road safety etc., and still wait a long time for your # to be called for the issuance, payment etc.

    IMO this RFID is another way for the corrupt officials to get more money out of us. RFID is mainly use for tracking porpuses. Do you want your life to be tracked? without privacy, some people can do this if they have the right technology to use the RFID system

    its definitely not a good way to go. for an instance, will we ever have our own privacy? will we ever allow anybody to just get a chance to watch our every travel? I heared that RFID will be used in almost everything and to everybody. RFID will be implanted in our every skin. it totally would mean No RFID chip – No buying or selling – No work – No travel – No Food – No House – etc.. Don’t be fooled by any of a Globalists’ selfish project fool you.

    Sorry for my English.
    Anyway, I just want to explain something about RFID. Maybe you know what is RFID, right? And it is already being implemented and used in any other parts of the world even in the Philippines, we have E-Pass already and that is an RFID technology. We will be left behind again and again if this new technology will not implement in us. This technology is being develop for the good purpose. This is just like a bar code in the past, when it first implemented, many religious fundamenalist were against it. But now they realize that this barcode is necessary so it died down. And RFID is the new technology that will replace the bar code. Bar code can be read only in a shorter distance from the reader while RFID can be read in about 10 meter distance. So why worry about RFID when guns and bombs are out there producing by the thousands evey day?

  6. As transportation engineering student, I would like to share the following keypoints regarding this topic:

    1) An individual needs to research thoroughly about RFID before he/she can form comments based on sound judgment. There are several studies already published that an individual can look at.

    2) RFID has already been used in some countries. However, this does not mean that implementation of this technology would indeed be successful in our country. The LTO, for instance, should identify the uses, pros and cons, consumer benefits, and other institutional risks associated with using RFID.

    3) It was proven to be effective in delivering desired results especially in traffic management and real-time driving assistance. RFID system in other countries involves putting up of sophisticated design of infrastructures. It usually consists of the tags, and RFID readers installed on the road sides in entire road network. However, as I understand the LTO’s project, the agency is tapping the technology just for the lowest level of its potential benefits.

    4) Another interesting point for discussion is that the MMDA has already implemented the OBR or Organized Bus Route Project along EDSA which utilizes RFID technology. Now, here comes LTO proposing another RFID project. Wouldn’t it be wiser and more appropriate if there is only one RFID project for entire Metro Manila? I think investments on this technology will not be maximized if there are several proposed projects by transport agencies that usually do not support interoperability of the systems.

    Yes dave, I believe it’s one of the application of the RFID tag. Other countries have been very effective in managing traffic and these kind of stuffs in the streets using the new technology like RFID. I hope this will be implemented well in the Philippines.

    I think the LTO is implementing it already for all 4-wheel vehicles and up starting Jan 4 2010. For 2-wheels, it will be implemented by Feb. Although there is a pending petition to stop it, they said they can still go ahead and stop only when advised by the supreme court.

    There’s no doubt that RFID can be a help in modernizing our system. The great thing about this is that if RFID can be used in paying toll fees without even stopping at toll gates, then there will be less traffic. But it is inevitable for Filipinos to think that there might be some “hidden agendas” behind this considering that it is a multi-million project. Could it be another “ZTE Deal Scam”?

  13. the technology is good, the intention is good, the purpose is good. it all lies, as you mentioned, in the people who will maintain it. LTO still cannot win the hearts of the pinoy for not being corrupt individuals. so our paranoia surrounds it.

    my 18 yr old vehicle just got registered last january 8th 2010. the cost of PHP350.00 is not bad even if it would be the fee for one year. the funny thing is that they ran out of stickers for that week. so i was instructed to comeback in a few days. im a busy guy, so i guess i’ll go back a week after to make sure that LTO las pinas branch will have enough sticker on stock for people the entire month, or for the entire quarter of 2010.

    will update you guys when i actually see the chip

    Well I would be for the RFID if it would speed up the whole process but 350 peso seems high considering I fly through Hong Kong several times a year and they use these similar RFID stickers on the luggage, they cost about 0.01 dollars each or about 50 centavos (i am a foreigner living in the Philippines) The sticker itself is basically no cost (every bag that goes the HK airport gets one) so the 350 peso is for the system not for the sticker. To think your paying 350 peso for a high technology sticker is ridiculous. Lets just hope that all the 350 peso will go to the system not some other place.

    This is actually a good technology. What I have in mind is that, how will this be implemented here in country? I heard that LTO has been charging fees for this but it’s not yet practically implemented. I don’t want to pay for something that I know will be of no use to me.

    The intention of LTO is good. Honestly, I think it’s much much better and it’s a good way to remove those unnecessary vehicles that are not even registered. Just think about it. It even more sucks when there’s a lot of unregistered vehicles and causes more traffic everyday than paying 350 pesos good for 10years. I don’t think it’s another hidden agenda by the corrupt officials.

    Sana naman kung gusto nyo talaga ng kaunlaran sa pinas, willing kayo sumuporta at magbayad.

    Noong 2007, ang kontrata ng STRADCOM sa computerization ng LTO ay nagtapos na. Subalit dahil nakasaad sa kontrata na “HAWAK NILA SA LEEG” ang LTO, dahil sa pagtatapos ng kanilang kontrata ay dadalhin nila ang mga computer hardware at software, at ang ititira ay ang DATA lamang, nanatili ang STRADCOM sa LTO. Patuloy sa paninigil ng COMPUTER FEE kahit na ang DATA ng bawat sasakyan ay naka-encode na at wala ng dapat pang i-build up o i-data entry. Patuloy ang pagkulekta ng STRADCOM ng bayad, dahil walang kumukwestiyon, sa ilalim ng ilong ng mga motorista.

    Sa kabila nito, ang pamunuan ng DOTC at ng LTO ay humingi ng mas malaking “PARTE”, ibig sabihin, patong, lagay, kickback, etc, dahil nga naman, tubong lugaw na ang STRADCOM dahil dapat tanggal na nga sila. Syempre pa, medyo nagpakipot ang pamunuan ng STRADCOM at nagmungkahi na magdagdag na lang ng mga singilin sa motorista dahil anila, mga bobo naman at hindi aangal. Kung may aangal man, kokonti lang dahil gaano na lang ba ang sisingilin eh minsanan lang naman ang bayaran isang taon. At anila, may pera ang mga motorista dahil naka-sasakyan nga. Dito na ipinatawag ng STRADCOM ang kanilang mga “money making” thinktank upang umisip ng mga paraan kung paano pa makaka-kolekta ng dagdag kita upang lalo pa silang magkamal ng salapi.

    Unang pinalusot ay ang tinatawag na INTER-CONNECTION FEE daw. ito ay karagdagang P70.00 pesos kapag ikaw ay nagpa-smoke belching test. Napansin ba ninyo, bukod sa P350.00, eh may naka staple pang resibo na P70.00? Me narinig ba kayong angal? me umapila ba? wala di ba. e ano nga ba yung P70.00 peso eh naka Honda CITY ka naman. chicken feed!!!

    YUN ANG BASIS NG STRADCOM, walang aangal dahil barya lang ang sinisingil nila. Naunawaan nyo ba kung ano yung inter-connection fee? Malay mo nga naman diba, nadale na kayo dun pero okay lang kayo kasi nga P70.00 lang.

    Teka, 8 million registered vehicle X 70.00 = 560 million pesos na walang kahirap hirap. KADA TAON HA. Malaki din pala nadudugas namin sa inyo. Aangal na ba kayo?

    Pero dahil mga buwaya nga, talagang walang kabusugan. Kaya pinulong ulit ng mga hunghang ang mga evil brains para utusan na, “Pigain na natin ng husto ang mga bobong motorista, bayad naman ng bayad eh”. At dito na ipinanganak ang unang plano na “Car info sticker” kung saan didikitan ng sticker ang mga sasakyan, nakalagay dito ang mga detalye na makikita din naman sa “Certificate of Registration” o “CR”, at sisingilin nila ng P300.00 yung sticker. Di syempre sangkatutak na angal ang inabot nila. Napigilan ito, hindi napatupad. Bulilyaso! eh kasi nga walang bahid High Tech. Mantakin mo nga naman na sticker lang tapos ang impormasyon eh nasa CR na din, hindi umubra. Ipa-photocopy (reduced) na lang yung CR at idikit sa windshield, sabi ng mga pilosopo kaya na-abort yung evil plan number 1.

    Pero hindi agad susuko ang evil brains ng STRADCOM, kailangang magmadali dahil dapat magkapera at ma-implement ng October. Na browse sa internet ng mga IT gurus ang tungkol sa RFID, at iminungkahi agad kahit na hindi pang vehicle talaga. Napagkasunduang, pwede, at inaprubahan agad. Ang siste, ang lalamanin lang ding impormasyon nito ay kung ano ang nakalagay sa CR, pero, may bahid high tech na, kasi R.F.I.D. na. Naintindihan nyo ba ibig sabihin ng RFID? Basahin nyo na lang sa last part.

    Tatlong klase ang pwedeng gamit ng RFID:
    1. sa simpleng paliwanag, parang tag lang ito, barcode or product code. na ang corresponding data or information ay mare-retrieve mo sa main computer gamit ang isang reader or scanner.
    2. o kung ito ay may microchip, pwedeng mag store ng data dito at marere-trieve din ang data gamit ang isang reader.
    3. at ang pinaka delikado sa lahat, na maaring gamitin laban sa mga motorista, PWEDE KANG I-TRACK ng ahensiya. RFID ang gamit sa mga producto sa mga dept stores na medyo mahal ang item at RFID din ang gamit sa mga cargo ng freight services.

    Pero may pakinabang ba talaga tayo sa RFID kung ito ay gagamitin sa mga sasakyan? WALA. ang tunay na gamit ng RFID ay para sa PRODUCT TAGGING, INVENTORY, AT TRACKING. Sa mga producto para ma-track mo kung nasaan na yung location dahil kada daan nito sa isang area, nababasa ng reader ang RFID at alam na dumaan na ito. Maaaring naglalaman din ito ng info kung sino ang manufacturer, kung ano ang laman, timbang at kung saan ang destinasyon, dahil nakalagay na ito sa RFID o sa main database.

    Alam ninyo, may malaking blunder ang kompanya namin dito eh, ang STRADCOM, dahil nag-implement kami ng information via TEXT lang kung saan ite-text nyo lang ang plate number, makukuha na information ng isang vehicle. Eh, imomodify lang namin yung info na binibigay ng TEXT project namin, at bigyan exclusivity sa mga enforcers lang ng LTO, nagawa na agad ang gustong gawin ng RFID System.

    Di ko na nga lang masikmura ang kagarapalan ng mga amo namin na sobrang magpayaman samantalang kami ang tumatrabaho eh nangungupahan pa din kami ng bahay. Anak ng toklang, ibuking ko na lang di ba.

    Eto itanong ninyo sa STRADCOM para mabuliyaso sila.

    Bakit kelangan ng i-implement ngayong October?
    1-kasi pinipiga sila ng isang mataas na opisyal ng LTO na tatakbo sa darating na halalan.
    2-Kasi kung mapalusot nila ng October, tahimik ang november at December, pag dating ng January parang may basbas na dahil nga nasimulan na ng October. at dapat mag start na ngayong October, kasi pag sa January mag start, titirahin ng mga pulitiko, at baka tamaan pa ng ban.

    Pag naka RFID ba, di na kelangan magpa stencil at magpa smoke belching pag magpapa rehistro?
    Kelangan pa din. Ano yung sinasabi nilang mapapabilis na rehistro? For your info walang mase-save na time sa pagpapa-rehistro ninyo. same procedure.

    ANG KATOTOHANAN:
